Qt is of course open source now, and has been for like 20 years. So they took some of the underlying code in Gimp, made it into a library, and called it GTK - the Gimp Toolkit. Gimp, however, was a year old and had a bunch of widgets and such, so they said: I bet we could make a whole desktop from those buttons and such. But there was no nice open source toolkit available to make it with. And in true open source fashion, rather than waiting for the license to change to something more amenable (which it eventually did), they started their own project, with blackjack, and hookers. GIMP is the GNU Image Manipulation Program. This, of course, annoyed a number of licensing purists who decided that KDE was the devil.

When KDE was announced in 1996, the underlying toolkit (Qt) was free for non commercial use, but not open source.
